VIETTEL-CA

1. Service Introduction

VIETTEL-CA is the public digital-signature certification service of Viettel Group (Tập đoàn Công nghiệp – Viễn thông Quân đội), the trust-service brand under which Viettel issues public CA certificates in Vietnam. Signing is delivered through the MySign application, which holds the subscriber’s digital certificate and completes authentication inside the app. This integration connects to VIETTEL-CA’s licensed public CA capability, not to a standalone signing app.

2. Location

VIETTEL-CA holds public digital-signature certification service licence No. 363/GP-BTTTT, issued by Vietnam’s Ministry of Information and Communications on 20 August 2022 and valid until 19 August 2032. The licensed entity is Viettel Group, registered in Hanoi under enterprise registration No. 010009106. The licence authorises service under the remote-signing model (ký số từ xa) and covers certificates for individuals and organisations, SSL server certificates, and code-signing certificates. Licensed providers are listed by NEAC, Vietnam’s national electronic authentication authority. Learn more

3. Signature Level Support

  • Public Digital Signature (chữ ký số công cộng) — issued under a digital certificate from a licensed public certification authority

4. Dependency Requirements

Connecting to VIETTEL-CA certificates through eSign.AI typically requires:

  • MySign App — the signer registers, logs in, or activates the account inside the MySign app and holds a digital certificate available for signing
  • In-app authentication — initial OTP verification, device binding, and Face ID or fingerprint verification are completed inside MySign; eSign.AI does not collect MySign OTPs, biometric data, access tokens, or full certificate details
  • Plugin enabled — the workspace administrator installs and enables the Viettel MySign plugin in the Plugin Center before the sender can select it on a new envelope
  • PDF document — the document to be signed must be a PDF file
  • Valid certificate — if no valid certificate is found, no signing request is created; the certificate must be within its validity period and in a status that permits signing

5. Compliance Description

Vietnam’s statutory framework for electronic transactions and digital signatures rests on the Law on Electronic Transactions No. 20/2023/QH15, in force from 1 July 2024, together with Decree 23/2025/ND-CP on electronic signatures and trust services, in force from 10 April 2025.

Article 23 of the Law provides that an electronic signature cannot be denied legal value solely because it is expressed in electronic form. A public digital signature — the route VIETTEL-CA is licensed to provide — is an electronic signature created with asymmetric cryptography and a public digital-signature certificate, carrying the requirements for authenticity, integrity, and non-repudiation attached to that category.

Decree 23/2025/ND-CP places the obligation on both the signatory and the relying party to check the status of the digital certificate before and at the time of accepting a signature. Cross-border use of foreign electronic signatures and certificates is addressed separately under Articles 26 and 27 of the Law and Circular 06/2024/TT-BTTTT.
