eIDAS 2.0 Regulation adopted
eIDAS 2.0 introduces the EUDI Wallet for cross-border signing
eIDAS 2.0, formally Regulation (EU) 2024/1183, is the most significant overhaul of Europe's digital identity framework since the original eIDAS Regulation of 2014. It mandates that every EU member state offer a European Digital Identity Wallet (EUDI Wallet) to its citizens by 2026. For organisations that sign contracts with EU counterparties, this changes both the identity verification landscape and the signature landscape.

Five changes that matter for signing teams
eIDAS 2.0 introduces concepts that go beyond the 2014 framework. These are the five changes with the most practical impact on cross-border signing workflows.
Citizens will be able to create Qualified Electronic Signatures directly from their EUDI Wallet using their national eID. This removes the friction of separate certificate enrollment and could dramatically expand QES adoption.
Wallets can store verified attributes (professional qualifications, age, residency status) signed by qualified providers. These can be presented as proof in digital transactions, enabling conditional signing workflows.
eIDAS 2.0 strengthens the obligation for public sector bodies to accept notified eIDs from other member states. Private sector relying parties also get a clearer framework for acceptance.
Organisations that verify EUDI Wallet credentials must register and publish their relying party information. This creates transparency and accountability in the wallet ecosystem.
The regulation defines a standard set of person identification data that all wallets must support, making cross-border identity verification more consistent than the current patchwork of national eID schemes.

Accept wallet-based QES in your signing platform
Ensure your e-signature platform can accept and verify qualified signatures created by EUDI Wallets. This means supporting standardised signature formats (CAdES, XAdES, PAdES) and wallet-initiated signing protocols.
Prepare for attribute-based signing
Design workflows that can request and verify QEAAs — for example, confirming that a signer holds a specific professional qualification before allowing them to sign a regulated document.
Register as a relying party
If you verify EUDI Wallet credentials, you will need to register and publish your relying party information. Start understanding the registration requirements in your member states of operation.
Design the mobile-first signer experience
Wallet users will expect to sign from their mobile devices using biometric authentication. Ensure your signing flow is optimised for mobile and does not require desktop-only steps like Java applets or USB tokens.
Bridge the transition period
During the transition, some signers will use traditional certificates and others will use wallets. Your platform must support both paths without creating separate workflows.
Who benefits most from EUDI Wallet signing
Banking and financial services
Banks can use wallet-based QES for account opening, loan agreements, and investment mandates. Wallet QEs are legally equivalent to handwritten signatures, which strengthens the evidentiary value of digital onboarding.
Public administration
Government agencies are mandatory acceptors of notified eIDs. EUDI Wallets will simplify cross-border public services — tax filings, business registrations, and social security claims across member states.
Cross-border employment
HR teams hiring in multiple EU countries can use QEAAs to verify professional qualifications and residency status, then complete employment contracts with wallet-based QES — all within a single digital workflow.
B2B contract execution
Companies signing supplier agreements, NDAs, and commercial contracts with EU counterparties can offer wallet-based signing as a frictionless alternative to certificate-based QES enrollment.
Enterprise implications of EUDI Wallet signing
The EUDI Wallet will change how European citizens sign documents. Enterprises must prepare their systems.
API adaptation
Signing platforms must integrate with the EUDI Wallet API to accept wallet-based qualified signatures. This requires implementing the OpenID4VP (OpenID for Verifiable Presentations) protocol, which the wallet uses to present qualified attributes.
Cross-border identity trust
A French citizen with an EUDI Wallet should be able to sign a contract with a German company using their French qualified identity. Enterprises must ensure their signing workflow accepts EUDI Wallet signatures from all EU member states, not just their home country.
User experience
With the EUDI Wallet, signers authenticate on their mobile device using biometrics (Face ID, fingerprint) instead of SMS codes or email OTPs. This is faster and more secure. Enterprises should update their signing flows to promote wallet-based signing as the preferred method.
Timeline
EU member states must issue EUDI Wallets to at least 80% of their population by 2030. Early adoption pilots are already running in several countries. Enterprises should begin API integration in 2025-2026 to be ready for widespread adoption.
Interoperability with non-EU systems
The EUDI Wallet is designed primarily for EU citizens signing within the EU. However, eIDAS 2.0 includes provisions for interoperability with third-country identity systems. Singapore Singpass, South Korea PASS, and other national eID systems may eventually achieve bilateral recognition. Enterprises operating globally should monitor eIDAS 2.0 equivalence decisions and ensure their signing platform supports multi-eID integration.
Common questions about eIDAS 2.0
EU member states are required to offer EUDI Wallets by 2026. Several large-scale pilot projects (including the EWC consortium and NOBID consortium) are already testing wallet-based signing across multiple countries. Availability will vary by member state.
How eSign.AI prepares for EUDI Wallet signing
eSign.AI is implementing OpenID4VP protocol support to accept EUDI Wallet-based qualified signatures from all EU member states.
OpenID4VP integration
eSign.AI is integrating the OpenID for Verifiable Presentations (OpenID4VP) protocol, which the EUDI Wallet uses to present qualified identity attributes. When a signer selects EUDI Wallet, eSign.AI sends a presentation request; the wallet returns verified identity data and applies the qualified signature — all on the signer mobile device.
Cross-border QES via EU QTSPs
eSign.AI partners with QTSPs in multiple EU member states to offer QES. A French signer uses a French QTSP; a German signer uses a German QTSP — but both sign within the same eSign.AI envelope. The signatures are cross-border recognised under eIDAS Article 25.
