What PSrE certification means
A PSrE is an electronic certification provider licensed by KOMDIGI to issue certified electronic signatures. The PSrE framework ensures that signatures meet identity, integrity, and non-repudiation standards.
PSrE providers must obtain a licence from KOMDIGI (formerly Kominfo). The licence covers identity verification processes, cryptographic standards, certificate management, and audit obligations.
Before issuing a certified signature, the PSrE must verify the signer's identity through eKYC — typically using KTP (national ID), passport, or biometric verification. This is a core requirement for the legal presumption under ITE Law Article 11(2).
PSrE signatures use PKI-based asymmetric cryptography. Each signature is backed by a digital certificate that includes the signer's verified identity data, certificate validity period, and the PSrE's licensing information.
PSrE signatures include trusted timestamps and generate audit trails that record the signing event, IP address, device information, and verification steps. This evidence package is critical for enforceability.
Operating in Indonesia from abroad
Foreign companies signing with Indonesian counterparties
Foreign companies are not required to use a PSrE, but contracts signed without PSrE certification may face evidentiary challenges in Indonesian courts. For high-value or dispute-prone contracts, using a PSrE-certified signature on the Indonesian side is strongly recommended.
PDP Law (2022)
Indonesia's Personal Data Protection Law (Law No. 27 of 2022) is now in force. Signing platforms that process Indonesian personal data must comply with consent, purpose limitation, and data transfer requirements. Cross-border data transfer requires specific safeguards.
Language requirements
While Indonesian law does not universally mandate Bahasa Indonesia for all commercial contracts, government contracts and certain regulated filings require Bahasa Indonesia. A bilingual (English/Bahasa) approach is safest for cross-border agreements.
Notarial and land transactions
Certain documents — particularly those involving land rights (HGB, hak milik) and notarial deeds — require physical notarisation and cannot be fully executed electronically. Electronic signatures can be used for preliminary agreements but the final registered document must go through a notary (PPAT).
ITE Law articles that govern electronic signatures
The ITE Law establishes the legal framework through specific articles that distinguish between uncertified and certified electronic signatures.
Article 11(1): Uncertified signatures
Article 11(1) provides that an electronic signature has legal effect and is admissible as evidence in court. However, uncertified signatures do not carry a presumption of validity — the burden of proof rests on the party relying on the signature.
Article 11(2): Certified signatures
Article 11(2) states that a certified electronic signature — one verified by a licensed PSrE — has the same legal effect as a handwritten signature. This creates a strong legal presumption that shifts the burden of proof to the challenging party.
Article 12: Electronic certificate requirements
Article 12 defines electronic certificates as electronic records that identify the certificate holder and are signed by a certification service provider. PSrE-issued certificates must meet cryptographic standards and identity verification requirements set by KOMDIGI.
Government Regulation 71/2019
GR 71/2019 implements the ITE Law and classifies electronic systems into two tiers: public electronic systems (operated by government) and private electronic systems (operated by private entities). PSrE providers must register as private electronic system operators.
Licensed PSrE providers in Indonesia
Only KOMDIGI-licensed PSrE providers can issue certified electronic signatures with the Article 11(2) legal presumption.
PrivyID
PrivyID is one of Indonesia's most widely used PSrE providers, serving both individual and corporate signers. The platform offers eKYC verification using KTP (national ID) and biometric checks, followed by PKI-based signature issuance.
PERURI (Perum Peruri)
The State Mint (PERURI) operates a PSrE service integrated with government identity systems. PERURI signatures are commonly used for government filings, state-owned enterprise contracts, and regulated industry transactions.
International platform integration
Global e-signature platforms can operate in Indonesia by partnering with a local PSrE. The international platform handles the document workflow and user experience, while the PSrE handles identity verification and cryptographic signature issuance. This model preserves the Article 11(2) legal presumption.

Choose a PSrE-certified provider
